[Vacancy] UNORC Field Officers (multiple posts in multiple duty stations)

I. Organizational Context

More than 165,000 people lost their lives as a result of the earthquake-tsunami of 26 December 2004 and the earthquake of 28 March 2005. While the response to the victims of the Tsunami disaster has been swift and generous, the need for significant ongoing capacity for coordination of recovery and recovery programmes and facilitation to long-term development is anticipated at least until the end of 2007. The Office of the UN Recovery Coordinator for Aceh and Nias (UNORC) is therefore planning to recruit experienced Field Officers in several locations in Aceh and Nias to support ongoing operations.

Scope of Work

UNORC has been supporting BRR and local governments in promoting coordination, cooperation and collaboration of recovery and reconstruction efforts by the Government, NGOs and UN agencies. Under the direct supervision of the Heads of UNORC Field Offices, the Field Officers are perform tasks relating to the UN coordination function of the UNORC Field Office. The Field Office will focus on UNORC core functions: supporting the BRR regional office and local government institutions in coordination and implementation of recovery and reconstruction planning and implementation; functioning as the interlocutor between the Government and the recovery community, including UN agencies; facilitating recovery and transition process at the local level through initiating or collaborating with various mechanisms to identify and resolve gaps and overlaps; and promoting the principle of equity and advocating for the protection of the vulnerable.

II. Functions / Key Results Expected

Implement UNORC programmes at the field level;
Establish and maintain good working relationship with local governments, NGOs, donor institutions, UN agencies present in the area of responsibility, act as the main interlocutor to the BRR regional offices and local government institutions as well as UN agencies and international and national NGOs, and identify, initiate and facilitate mechanisms for coordination and implementation of recovery and reconstruction activities at the district and sub-district levels;
Support the local UN coordination to promote coherence in the UN operations in the areas of responsibility, in particular that concern the safety and security of UN personnel, common services, and inter-agency administrative matters, by convening and facilitating regular UN coordination meetings;
Monitor, identify and assess the gaps and overlaps in recovery and reconstruction efforts by stakeholders and provide assistance to resolution of those through continuous engagement with local stakeholders at various levels;
Monitor, identify and assess the vulnerability of the affected communities/population and identify and assist in implementation of sustainable, equitable and extraordinary measures and responses to meet such needs;
Organize and participate in relevant meetings and workshops;
Provide inputs to monthly field situation reports, briefing notes, progress reports, and evaluations as required;
Represent UNORC in official functions, local government meetings, etc. as requested;
Perform other duties as required.

Representation and engagement with stakeholders: Efficient and effective work relationship with key stakeholder, in particular, BRR, local government institutions, UN agencies, NGOs, bi-/multilateral agencies are established and improved to foster greater cooperation and collaboration in recovery and reconstruction activities.

Monitoring & Response: Opportunities and gaps in programmatic interventions identified and measures and responses are formulated and implemented.

Coordination & support: The inter-agency area team is effective and cooperates on matters of concern to agencies; common services are efficiently servicing the needs of staff..

Representation: Serve as an effective spokesperson internally and externally and form strong partnerships with relevant parties to help meet organization’s objectives with respect to overall policy initiatives and coordination of humanitarian and recovery assistance.



III. Impact of Results

The operation of the field office under responsibility is efficiently and effectively managed to assist the successful implementation of core activities.
The successful implementation of UNORC programmes as assigned.
IV. Competencies

Knowledge of institutions of the UN system, institutional mandates, policies and guidelines related to humanitarian affairs or development.

V. Recruitment Qualifications


Education:

Minimum Bachelor degree in Political Sciences, Social Sciences, Development Studies, Humanitarian Studies, Public Administration, Economics, or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field.
Master’s Degree will in Political Sciences, Social Sciences, Development Studies, Humanitarian Studies, Public Administration, Economics, or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field will be preferable
Experience:

For applicant with Bachelor degree, minimum six ( 6 ) years of relevant experience at the national or international level in the areas of post disaster/post conflict recovery, development planning and monitoring, or capacity building support to government institutions.
For applicant with Master Degree, minimum two (2) years of relevant experience at the national or international level in the areas of post disaster/post conflict recovery, development planning and monitoring, or capacity building support to government institutions.
Knowledge of institutional mandate and business practice is a strong advantage.
Experience and in-depth knowledge of the recovery issues in Aceh and/or Nias is also a strong advantage.
Experience in working in international organisations is desirable.
Language Requirements:

Fluency in English (written and spoken) and Bahasa Indonesian. Knowledge of Bahara Aceh, Nias or any local language in the region is an advantage.
